Multi-agency Public Protection Arrangement (MAPPA)

 

Protecting the people of London is one of our key aims. The offenders we work with pose various different levels of risk to the public, and those considered particularly dangerous require additional monitoring and supervision.

 

Multi-agency Public Protection Arrangements (MAPPA) involve probation, prisons, police and other agencies such as health 

authorities working together to monitor dangerous offenders in the community.

 

Prior to release from prison or the start of a Community Order, offenders are assessed by probation staff on the level of risk they pose to the public. If they are considered to be a high risk to the public, they are subject to MAPPA.

 

Offenders subject to MAPPA may have additional conditions to their release from prison or Community Order. For example, and offender convicted of child sex assaults is likely to be prohibited from areas where children may be, such as a playground.

 

The agencies involved share the information they have on offenders. This can be done through MAPPA meetings, where the progress of individual offenders in the community is discussed between representatives from each agency involved.  The MAPPA meetings will identify any breaches of these conditions and begin the process to return the offender to court.

 

Offenders subject to MAPPA fall into three categories;

 

  • Level one - registered sex offenders
  • Level two - violent and other sex offenders
  • Level three - other offenders not in category 1 or 2, but still considered a risk of serious harm to the public.
